| The primary activity of AIA Missouri is to keep track of issues in the Missouri Legislature that will have an effect on the practice of our profession. To that end, the AIA Missouri Board meets in Jefferson City several times during the legislative session in order to discuss the issues that have arisen and to speak with legislators about our position on those issues. The issues included here are those that we are watching this year.

Design Build for School Districts in Missouri
| AIA Missouri recognizes Design-Build as a viable procurement option for delivering a building project. However, in the case of the legislation introduced last year and again this year for Missouri’s school districts we are not supportive. The language included within these bills eliminates the proven checks and balances currently existing in Missouri state law. Furthermore, most school districts do not have the same professional resources of governmental agencies such as Missouri’s Office of Administration and MODOT. We believe current state law provides the same advantages as the Design-Build delivery system through the CM (without Risk) delivery system. The big difference being that the Architect contracts directly with the school district and as the Architect-of Record, and will continue to advocate for the district. |

Tax Credit Programs
| The many tax credit programs in Missouri have been a target of the legislature for the past several years. In past years, the threat to many of these programs has not been significant, however, with the economic crisis gripping the State this year these programs are facing serious threats of curtailment or possibly even shut down. |

Updates and Modifications to Chapter 327 (Licensing Law for Architects)
| Within the state statutes of Missouri, Chapter 327 is the section that deals with the professional licensure of Architects, Engineers, Land Surveyors and Landscape Architects. We often times find it necessary to open this chapter for the purpose of technical clarification of the language or the addition of new language to address specific events or respond to our changing needs as practitioners. |

Missouri County Planning Act
| This act will update Missouri’s outdated laws pertaining to planning and give County governments better tools to plan and prepare for growth in the future. The tools provided are intended to allow any county to create a planning commission as well as create, adopt and amend a plan that it can use to guide development to make the best use of each counties resources. |

Energy Conservation
| Missouri is one of the few states in the nation without a statewide energy conservation code. All of Missouri’s direct neighbors, including Kansas, Iowa, Illinois and Arkansas, have adopted the International Energy Conservation Code as the regulating standard for all commercial and industrial buildings. AIA Missouri recognizes the need to reduce our nation’s dependence on fossil fuels and advocates the adoption of minimum energy use regulations for all commercial and industrial buildings constructed within the state by:
1. Establishing statewide commercial and residential energy codes to meet the latest editions of ASHRAE 90.1 and the International Energy Conservation Code (IECC) at a minimum
2. Providing incentives to meet higher commercial and residential building standards including ENERGY STAR® and Leadership in Energy and Environmental Design (LEED)
