The primary activity of AIA Missouri is to keep track of issues in the Missouri Legislature that will have an effect on the practice of our profession. To that end, the AIA Missouri Board meets in Jefferson City several times during the legislative session in order to discuss the issues that have arisen and to speak with legislators about our position on those issues. The issues included here are those that we are watching this year.

|
Legislation to encourage infrastructure design and construction jobs in Missouri is needed as a foundation for trickle down job creation in the state. Construction is one of the largest forms of putting Missouri's unemployed and underemployed back to work. |

HJR 9 is a Joint Resolution proposed by Representative Chris Kelly. It proposes a constitutional amendment authorizing the General Assembly to issue bonds to fund higher education facility improvements, construction, landscaping, and land or building purchases, as well as some funding for other state buildings.

AIA Missouri supports legislative initiatives that promote environmentally sustainable design and construction, as well as legislation adopting the IGCC (International Green Construction Code). |

AIA Missouri continues to urge lawmakers to establish the minimum safety requirements for buildings and structures, as well as the administrative process and procedures for enforcing for a statewide life safety code. |

Establishes statewide building codes in Missouri. The referenced codes are the 2006 International family of codes (except 2005 NFPA 70 for Electrical). Because it is so late in the session, it has little chance this year, but AIA Missouri will work with other stakeholders to identify the support for this legislation as well as determine the opposition, and work the remainder of the session and in the interim in order to pursue during the 2012 legislative session.

Code Mandate of Sprinkler Systems
|
Multiple bills have been filed ragarding code requirements for sprinkler systems in residential buildings. We have been monitoring them and have worked with the bill sponsors and supporters to modify the language so that they will not put Architects in peril. |

Peer Review Legislation
|
In order to improve their skills, Missouri design professionals need to be able to study project performance, critique their own work, and conduct "lessons learned" reviews. The Peer Review legislation will make it so that all of the proceedings, findings, deliberations, reports and minutes of these "peer reviews" can not be used in a court as an indication of past poor performance. This proposed legislation is modeled after legislation that was passed in 1985 to protect the medical profession and encourage peer reviews in their industry. |
